Simple

So Texas is passing laws making it easier for guns to be in places where lots of people can get shot (schools, etc). In clear violation of Federal Law.

It's simple. Arrest them for breaking the law.

What federal law are you referring to? Colleges are either run privately or by the states.

"Texas is one of 22 states than ban carrying a concealed weapon on a college campus..."
