Yes. Terrorism means violence for a political cause. In the New York matter, the attacker made his motivations clear ("Allahu Akbar!").
To my knowledge, we still don't know what was going on with the Las Vegas guy. If he was just some angry a-hole who decided he wanted to kill as many people as possible, that's not terrorism.
