British War Memo

This is from CNN http://www.cnn.com/2005/POLITICS/05/15/mccain.memo/index.html I see where John McCain is trying his best to be Bush's friend and say that memo here is a quote from an appearence on ABC's "This Week" "certain serious mistakes [were] made."
"But I do not believe that the Bush administration decided that they would set up a scenario that gave us the rationale for going into Iraq," McCain said. I wish I knew what he was smoking cause it's been reported that Bush wanted to attack Iraq after 9/11 telling advisors that he thought Iraq was behind the attacks even though our friend and former Bush (Sr.) Osama Bin Lauden was behind it and by the way how come there has been a deafining silence from the administration from the memo? Just wondering.
