Quid Pro Quo or conflict of interest

So Bush nominated an executive of the Dubai Port Company (you know the company that will, if Bush gets his way which he always does, take over the operations of 6 major ports in the United States) to Maritime Administrator a key transportation appointment reporting directly to Norman Mineta the Secretary of Transportation and Cabinet Member.

So this person works for the Dubai Port Company and Bush wants him working in the administration.. Hmm is it me or is that a conflict of interest like having Halliburton control most of the contracts in Iraq and having the Vice President formerly on the board. Oh wait that happened too didn't it?
